Under contract to the U.S. Army Corps of Engineers, Aspen prepared the Final Supplemental EIS and EIR for the project, which examined the impacts of stabilizing erosion at Norco Bluffs. In addition to the SEIS/EIR, Aspen prepared the 404(b)(1) evaluation for the Corps and the Streambed Alteration Agreement for Orange County.
