Pacific Pipeline Mitigation Monitoring, Compliance, and Reporting Program
Aspen was the prime contractor for the monitored mitigation implementation for the construction
of this 132-mile crude oil pipeline for the US Forest Service - Angeles National Forest and
California Public Utilities Commission (CPUC), which runs from Kern County to El Segundo, in Los
Angeles County. The project route included construction through rugged mountainous terrain to
densely populated urban environments. To reduce identified impacts, the EIS/SEIR and the 1993
EIR included over 150 mitigation measures and nearly 100 additional measures proposed by the owner
which were monitored by Aspen. Components included:
- Pipeline construction through the Angeles National Forest and urban Los Angeles required knowledge of prehistoric and historical cultural resources and ethnohistory including contemporary Native American groups.
- The pipeline construction crossed over 100 rivers and stream crossings; construction was monitored to minimize potential erosion, flooding, and scour impacts as well as ensure a design that minimized the likelihood of rupture at stream crossings.
- The corridor traversed agricultural lands, oil producing lands, and highly industrialized areas where there was potential for contaminated soils.
- Aspen developed a program implemented on laptop computers giving monitors immediate access to specific information for each location. The program was used to prepare daily progress reports electronically transferred to agencies each night for the public access website.
