Aspen managed the environmental economic analyses of over 25 subcontractor firms to complete a Draft EIR (DEIR) in November 2000 on PG&E's proposed auction of 68 hydroelectric power facilities. The DEIR analyzed the range of operational changes that could occur under new ownership, including complex integrated models that analyzed power generation and water management. The DEIR considered 16 alternatives to the auction. On a compressed schedule and working with multiple agencies, Aspen managed 100,000 hours of effort over a seven-month period.
