Draft and Final EIRs were completed in 2003 for this highly controversial 27 mile transmission project. The EIR included a detailed Alternatives Screening Report of over 200 pages, and the Final EIR includes the over 800 pages of comments on the Draft EIR, and responses to those comments. Major issues included land use, biological resources, visual resources, and EMF concerns. Aspen was awarded the Association of Environmental Professional's Statewide EIR Award for the Jefferson-Martin 230 kV Transmission Line Project Final EIR.
