Aspen prepared the EIR, for the CPUC, on this 13-mile petroleum products pipeline project through urban Los Angeles. Aspen prepared the Initial Study and Notice of Preparation; organized and facilitated Scoping Meetings and prepared a Scoping Report; and prepared the Draft and Final EIR. Seven alternative route segments were fully analyzed, and a comprehensive risk assessment was completed. Aspen facilitated an informational workshop and a public participation hearing, distributed a project newsletter, and established the project website.
